If you look at the rubber gasket and make sure it is pliable and not wrinkled or torn is the only way to check the seal. I use a little sponge and some armor-all to keep them soft. The strip of tape that you usually find stuck to the bottom of the lid originally held a small dessicant bag that kept your "powder dry" IIRC.
the tape is to show the can is empty and has been inspected for sale.
all this came about when a guy that bought some cans at gov auction got live rounds in some of the cans. he complained to the main DRMO office in Battlecreek. they first were going to end sales of cans but then came up with this way of inspecting and marking them as having been inspected. personally I always enjoyed getting cans with free prizes inside.
so blame some crybaby for it.
