Can they Collect moon and or star light? Any difference between them and this,

Yes. they are quite different.

The cheaper ones, like the glow-in-the-dark stars on a child's bedroom ceiling, need to be 'charged' by brief exposure to a strong light source. They fade over time (like just a few hours), but can be recharged over and over and can last for decades, as long as the paint doesn't fall off.

The more expensive ones are self luminescent and require no external light source to charge, but they noticeably begin to lose their intensity after a few years and after about a decade or two are for all intent and purpose dead. They can only be recharged by replacement.
