Yes, it is safe. A small charge in a large case could cause erratic ignition, however. Same situation as 38 special loads in 357 cases. It does prevent the ring in the chamber problem.

You can fill the gap with a wad of silk threads that compact the charge to the base of the case. That will prevent any erratic ignition.

I have never had a problem suggestive of erratic ignition in any of my .357, not even with 3.1 grains of Bullseye behind a 148 grain WC in .357 cases. Won;t say it can't happen, but i never have had it as best I can tell.
