Yes, it is safe. A small charge in a large case could cause erratic ignition, however. Same situation as 38 special loads in 357 cases. It does prevent the ring in the chamber problem.
I have never had a problem suggestive of erratic ignition in any of my .357, not even with 3.1 grains of Bullseye behind a 148 grain WC in .357 cases. Won;t say it can't happen, but i never have had it as best I can tell.
