Is it anything to do with Roosevelts book, The Winning of the West, From the Alleghenies to the Mississippi that he started writing in 1888?.

8 February 1904- Japan's declaration of war
5 September 1905- Treaty of Portsmouth signed
The go west comment could refer to his tour of the American west April and May 1903 but I couldn't find any specific dates or headlines pertaining to it.

David, I have to confess that I am glad that this quiz is not as easy as it seemed in the beginning.
